It is enacted by the General Assembly as follows:
SECTION 1. Section 17-1-1 and 17-1-4 of the Charter of the Town of North Providence are hereby amended to read as follows:
17-1-1. Organization, Appointment, Term. -- The council
shall appoint a board of tax assessment view {ADD review ADD}
consisting of three members {ADD and two alternate members ADD} .
Members {ADD and alternate members ADD} appointed to the board shall be
familiar with methods of assessment for taxation of property and
with real estate valuations in the town. They shall have been
qualified electors in the town for a period of at least three
years at the time of their appointment. Members and alternate
members shall serve for terms of three years. The members of the
board shall be appointed on the first Tuesday in February of 1974
for terms of one, two and three years and for three years
thereafter. {ADD The initial alternate members shall be appointed
within thirty (30) days of the passage of this act and shall
serve until the first Tuesday in February, 1999 and for terms of
three (3) years thereafter. ADD}
The council shall enact an ordinance by the regular meeting to be held in February of 1974 for the organization and rules of procedure for the board as well as for the receiving, hearing and deciding of all appeals relating to tax matters, provided that all procedure before the board shall be held in an informal manner calculated to effect justice in a simple a manner as possible. {ADD The alternate members shall sit and may actively participate in hearings. They shall be designated as the first and second alternate members. The first alternate member shall vote if a member of the board is unable to serve at a hearing and the second shall vote if two (2) members of the board are unable to serve. ADD}
17-1-4. Compensation. -- The council shall provide for the compensation of members of the board of tax assessment review. {ADD Alternate members of the board shall be compensated in the same manner as regular members. ADD} "
SECTION 2. This act shall take effect upon passage.
