It is enacted by the General Assembly as follows:

SECTION 1. Chapter 45-3 of the General Laws, entitled "Town Meetings" is hereby amended by adding thereto the following new section:

{ADD 45-3-26. Town meetings to be open. -- ADD} {ADD All town meetings shall be open to the public, including representatives of the press and news media; provided, however, that, in the event that there are space constraints, voters shall be admitted to the meetings before non-voters. Non-voters may be seated or assigned to a separate area as indicated by the moderator. ADD}

SECTION 2. This act shall take effect upon passage.
