It is enacted by the General Assembly as follows:

SECTION 1. Notwithstanding any general or special law to the contrary, for the January 1995 session of the general assembly only, the governor shall submit to the general assembly a budget for the 1995-1996 fiscal year which shall comply with the provisions of section 35-3-7, except for the day of submission, which shall be March 10, 1995.

SECTION 2. This act shall take effect upon passage.
