It is enacted by the General Assembly as follows:

SECTION 1. Section 5 of chapter 153 of the 1989 Public Laws entitled "An Act Relating to the Howard Complex" and as amended by chapter 56 of the 1990 Public Laws is hereby amended to read as follows:

SECTION 5. During the period of preparation of the master plan, no change shall be made {DEL for DEL} the use or occupancy of any building or land at {DEL the DEL} {ADD in ADD} Howard {ADD Center ADD} {DEL Reservation DEL} without a written request from the requesting agency describing need therefore and without the written approval of the chairman of the state planning council. The following parcels of land are exempt from consideration and are not part of {DEL the DEL} Howard {ADD Center ADD} {DEL Reservation: DEL} land presently held by the {DEL Howard Development DEL} {ADD Rhode Island Port Authority and the Economic Development Corporation and the ADD} {DEL ; corporation DEL} DOT Highway Maintenance Garage {DEL ; and the thirteen (13) acre parcel located at the corner of Socanossett Crossroad and New London Avenue DEL} . The master plan shall {ADD become effective on October 1, 1994. ADD} {DEL be submitted on or before June 30, 1991. DEL}

SECTION 2. Chapter 153 of the 1989 Public Laws entitled, "An Act Relating to the "Howard Complex" and as amended by chapter 56 of the 1990 Public Laws is hereby amended by adding thereto the following section:

SECTION 6. Name change. -- ADD} {ADD Wherever in the general or public laws there appear the words, "Howard Complex" or "Howard Reservation" it shall now read, "Howard Center". ADD}

SECTION 3. This act shall take effect upon passage.
