It is enacted by the General Assembly as follows:

SECTION 1. Notwithstanding and provisions of the general or public laws to the contrary, the town council of the town of Middletown is hereby authorized to adopt and promulgate reasonable rules and regulations consistent with the requirements of chapter 24 of title 45 pertaining to the establishment of a "summary hearing", so-called, for the efficient and orderly disposition of dimensional variance matters, before the zoning board of review of the town of Middletown.

SECTION 2. This act shall take effect upon passage.
