It is enacted by the General Assembly as follows:

SECTION 1. Chapter 42-20 of the General Laws entitled "Administration of State Departments" is hereby amended by adding thereto the following section:

{ADD 42-20-8.1. Public access to state contracts. -- ADD} {ADD A complete and legible copy of each contract entered into after September 30, 1994 by any state agency and department of state government, including without limitation public and quasi-public agencies, authorities, boards and commissions, involving the expenditure of more than ten thousand dollars ($10,000) shall be made available to the public at the office of any state agency and department of state government entering into the contract. The director of administration shall be responsible for compliance with this section. ADD}

SECTION 2. This act shall take effect upon passage.
