| VALIDATING AND RATIFYING AMENDMENTS TO THE HOME RULE CHARTER OF THE TOWN OF TIVERTON |

| It is enacted by the General Assembly as follows: |
| SECTION 1. (a) On November 8, 2022, the voters of the Town of Tiverton approved |
| various amendments to the Home Rule Charter originally adopted in November, 1994 related to |
| Article IV, Section 407 (9), Article V, Section 502, Article IX Department and Agencies, section |
| 901(a), 902(a), 903(a), Article X, section 1007 (a) and (b), Article 111, Section 301 with new |
| sections 301, 303, 304, 305, and 306, Article IV, section 407 3.) and 16.), Article V, section 503 |
| 1.), Article VI. Section 602(a) 2.) and 9.), Article VII, section 703, sections 2.) and 3.) and deleting |
| 4.) through 7), and Article VIII Town Clerk, section 801 (a), Article XI amending section 1101(a) |
| and Article XII, Miscellaneous, section 1217 and all other changes as set forth in Resolutions of |
| the Town of Tiverton Town Council adopted on May 23, 2022 and August 3, 2022. |
| (b) The amendments as noted above also pertained to the powers and duties of the town |
| council related to setting educational and job qualifications for the Town Administrator, Police |
| Chief, Fire Chief, and Director of Public Works. |
| (c) The amendments as noted above also pertained to the powers and duties of the personnel |
| board and town administrator related to the hiring of seasonal, temporary, and appointed persons |
| in an acting capacity. |
| (d) The amendments further pertained to a revised budget adoption process and the |
| reduction in the number of people elected to serve on the budget committee. |
| SECTION 2. In all respects in which the amendments to the Home Rule charter of the town |
| of Tiverton which amendments were adopted and approved by the electors of the town of Tiverton |
| on November 8, 2022, may require ratification, confirmation, validation, or enactment by the |
| general assembly, but in no other respects, the provisions of said amendments to the Home Rule |
| Charter of the town of Tiverton are hereby ratified, confirmed, validated and enacted. It is the |
| express intention of the general assembly, by the passage of this act, to give effect to, ratify, |
| confirm, validate and enact those provisions of the said amendments to the Home Rule Charter of |
| the town of Tiverton which require ratification, confirmation, validation or enactment and by the |
| passage of this act, the legislature does hereby ratify, confirm, validate and enact said provisions, |
| but nothing in this act shall be construed to abrogate or impair the powers now or hereafter granted |
| to cities and towns by the Home Rule amendment and other applicable laws of the State of Rhode |
| Island or those rights retained by said town of Tiverton in its Home Rule Charter. |
| SECTION 3. If any provision of this act, or the application thereof to the town of Tiverton |
| or to any person or circumstances is deemed invalid for any reason, the remainder of this act, or the |
| application of such provision to said city or other persons or circumstances shall not be affected |
| thereby, and to this end the provisions of this act are declared to be severable. |
| SECTION 4. This act shall take effect upon passage. |
