S E N A T E R E S O L U T I O N |
RESPECTFULLY REQUESTING THE RHODE ISLAND DEPARTMENT OF HUMAN SERVICES TO DEVELOP A PROPOSAL CREATING A TIERED REIMBURSEMENT SYSTEM FOR LICENSED CHILD CARE CENTERS AND FAMILY CHILD CARE PROVIDERS WITH HIGHER RATES BEING ISSUED TO PROGRAMS RECOGNIZED AS "HIGHER QUALITY" |

WHEREAS, Although parents may send their children to child care centers and family |
child care providers out of necessity, there are benefits for the children as well; and |
WHEREAS, Studies have shown that children in high quality child care education have |
better math, language and social skills as they enter school, and as they grow older; and |
WHEREAS, Caregivers in Rhode Island need adequate support, such as proper funding |
and continuing education, in order to effectively care for children; now, therefore be it |
RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
hereby respectfully requests the Rhode Island Department of Human Services to develop a |
proposal creating a system of tiered reimbursements for licensed child care centers and family |
child care providers with higher rates being issued to programs recognized as “higher quality” by |
the department’s quality rating; and be it further |
RESOLVED, That this Senate respectfully requests that the proposal include specific |
programs to support quality improvement and advancement in the department’s quality rating |
system as well as comprehensive workforce development programs to assist licensed child care |
providers to pursue high school equivalency diplomas, associate’s degrees, bachelor’s degrees, |
college credits in early child care and education, and any other program deemed necessary; and |
be it further |
RESOLVED, That this Senate hereby respectfully requests that the written update be |
submitted to the Senate President on or before December 31, 2015; and be it further |
RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
transmit duly certified copies of this resolution to the Honorable Gina Raimondo, Governor of the |
State of Rhode Island, and the Director of the Rhode Island Department of Human Services. |
