S E N A T E R E S O L U T I O N
RESPECTFULLY REQUESTING THE OFFICE OF HEALTH AND HUMAN SERVICES TO
ESTABLISH PERFORMANCE AND OUTCOME MEASURES FOR ITS DEPARTMENTS
AND DIRECTORS

WHEREAS, The departments overseen by the Executive Office of Health and Human
Services (EOHHS) respond to the needs of the most vulnerable Rhode Islanders. The
circumstances confronting the departments and their directors change often, and their success
calls for continuous planning, assessment, and openness to change; and
WHEREAS, Central to the departments' ability to meet the evolving needs of Rhode
Islanders is their capacity to use information strategically, and at multiple levels; and
WHEREAS, A commitment to improving the departments' operations does not happen
by chance, but through thoughtful deliberations and intentional actions; now, therefore be it
RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations
hereby respectfully requests that the Executive Office of Health and Human Services create a
health and human service system performance improvement task force with the goal of
establishing performance measures, expectations, and outcomes for the departments EOHHS
oversees. In its work, the task force should include identifying methods to hold specific directors
accountable for meeting performance and outcome measures and expectations; and be it further
RESOLVED, That this Senate hereby respectfully requests that the task force submit a
written report on recommended performance measures, outcomes, and processes to the General
Assembly on or before March 1, 2015; and be it further
RESOLVED, That the Secretary of State be and hereby is authorized and directed to
transmit duly certified copies of this legislation to the Secretary of the Executive Office of Health
and Human Services, and to all directors of offices overseen by the Executive Office of Health
and Human Services.
