O L U T I O N
URGING CONGRESS
TO EXTEND THE
ENHANCED
MEDICAID MATCH PROGRAM
FOR AN
ADDITIONAL SIX MONTHS

WHEREAS, The United
States Congress is considering an extension of the enhanced
Medicaid match program established in the American
Recovery and Reinvestment Act (ARRA),
for an additional six months, to June 30, 2011; and
WHEREAS,
funding in developing its budget for state fiscal year 2011,
due to the tremendous budget
shortfalls that most states are facing; and
WHEREAS, The Fiscal Year
2011 state budget as passed by the Rhode Island General
Assembly anticipates a total of $203.8 million in
enhanced Medicaid funding that had been
included in separate bills passed by both chambers of the
been included in the President’s budget proposal; and
WHEREAS, Without this extension,
shortfall, potentially requiring reductions on January 1, 2011,
to all state programs, including
education, public safety, and services for children, the
elderly, adults with physical and
developmental disabilities, and other vulnerable populations; and
WHEREAS, With this extension, the federal funding will allow
to provide these crucial services and supports, and
prevent drastic budget cuts that will exacerbate
the effects of a difficult economy; now, therefore be it
RESOLVED,
That the General Assembly of the State of
Plantations
hereby supports and urges Congress
to extend the enhanced Medicaid match program
established in the American Recovery and Reinvestment Act (ARRA),
for an additional six
months, to June 30, 2011; and be it further
RESOLVED,
That the Secretary of State be and he hereby is
authorized and directed to
transmit duly certified copies of this resolution to the
members of
Delegation.
