GENERAL ASSEMBLY TO SUPPORT THE ESTABLISHMENT OF AN
ELECTRONIC
STATEWIDE MASTER APPLICATION SYSTEM: MAKING IT EASIER TO DO BUSINESS IN RI -
PART 1

WHEREAS, The key finding of the Senate Task Force on Small Business
Growth and
Development is that
business in
WHEREAS, The redundant nature of state regulatory and permitting
applications can be
an impediment and deterrent to small business
development; and
WHEREAS, There are
currently over three hundred separate forms that a
business may be required to process and submit to state
agencies in order to operate in the State
of
WHEREAS, Streamlining the process to do business in
filings faster and easier, can shorten the time needed to
start a business in
jobs; and
WHEREAS, A web-based
master application system which can guide users through the
regulatory process while indentifying
all the forms necessary for their specific business and
enabling them to populate these forms using a single
electronic entry system, can greatly benefit
businesses of all sizes and improve the regulatory climate in
RESOLVED,
That this Senate of the State of
hereby supports the establishment of an electronic Statewide
Master Application system within
the office of the Secretary of State that would provide a
convenient, accessible, and timely means
to enable the business community to acquire and file the
necessary state application forms to start
a business in
RESOLVED,
That this Senate of the State of
hereby endorses the funding in an amount up to two hundred
and fifty thousand dollars
($250,000) to the office of
the Secretary of State for the purposes of establishing this statewide
master application system; and be it further
RESOLVED,
That the Secretary of State be and he hereby is
authorized and directed to
receive a duly certified copy of this resolution.
