O L U T I O N
HONORING DR.
DAVID ULISS ON THE OCCASION OF HIS RETIREMENT

WHEREAS, David Uliss, Ph.D., has retired as Chief Forensic Scientist with
the forensic
science section of the State Health Laboratories within the
Rhode Island Department of Health,
after twenty-seven years of dedicated service overseeing
the technical and administrative
operations of the laboratories; and
WHEREAS, In his capacity as Chief Forensic Scientist, Dr. Uliss has overseen a
multitude of advancements within the state's forensic testing
operations, ultimately modernizing
and improving not only the department's methods, but also
expanding and connecting Rhode
Island to the nation-wide Convicted Offender DNA
Database (CODIS); and
WHEREAS, Dr. Uliss also devoted his considerable talents and energy to
coordinating
the Breath Analysis unit, the Forensic Drug Chemistry
unit, the Forensic Technology unit, and
the Evidence Control unit, bringing about improved and
expanded services and results; and
WHEREAS, Highly regarded among his peers, Dr. Uliss
has served on myriad
professional boards and committees, including the Sexual Assault
and
the
Criminal Justice Advisory, the Rape Advisory, the DNA
Oversight Committee, the Governor’s
Task Force on Drugs, and the Commission on Steroid
and/or Substance Abuse in Interscholastic
Sports; and
WHEREAS, Prior to his tenure with the State Health Laboratories, Dr. Uliss attained his
Ph.D. from
WHEREAS, Doctor Uliss leaves a legacy of commitment to excellence in the
field of
Forensic Science and dedication to
public service. He has touched the
lives of so many people in
the
RESOLVED,
That this House of Representatives of the State of
Providence Plantations
hereby recognizes and thanks Dr. David Uliss on the
occasion of his
retirement after twenty-seven years of steadfast service to the
people of
him good health, fulfillment, and continued success in
all his future endeavors; and be it further
RESOLVED,
That the Secretary of State be and he hereby is
authorized and directed to
transmit a duly certified copy of this resolution to Dr. David
Uliss.
