J O I N T R E S O L U T I O N
RESPECTFULLY
REQUESTING THE GOVERNOR TO SUBMIT A RECOMMENDED CORRECTIVE ACTION PLAN FOR FY
2010 BY NOVEMBER 16, 2009

WHEREAS, The state opened FY 2010 with an unanticipated $61.8 million
dollar
deficit; and
WHEREAS, The
Administration is not meeting the across-the-board personnel and
operating reductions enacted by the 2009 General Assembly
necessary to maintain a balanced FY
2010 budget and relieve out-year structural stress;
and
WHEREAS, The
Administration has reported revenues appearing to be less than those
included in the enacted budget; and
WHEREAS, Agencies and
departments are required to report their current financial
estimates by October 30, 2009; and
WHEREAS, The Director of
Administration has testified to the respective finance
committees that the Administration is actively pursuing budget
solutions; and
WHEREAS, The Revenue
Estimating Conference will have re-estimated FY 2010
revenues on November 10, 2009; and
WHEREAS, Difficult
decisions will need to be made to resolve the deficit; and
WHEREAS, The impact of such decisions can be lessened if these
decisions are made
sooner rather than later; and
WHEREAS, The General
Assembly, through its respective finance committees, has
begun and will continue its due diligence on the current
year budget deficit as soon as possible;
now, therefore be it
RESOLVED,
That this General Assembly of the State of
Plantations hereby
respectfully requests the Governor to submit his recommended corrective
action plan for FY 2010, in appropriate detail, to the
General Assembly by November 16, 2009,
to allow the respective finance committees and staff
ample time to analyze, review, and make
recommendations to the House and Senate in early January, 2010; and
be it further
RESOLVED,
That this General Assembly respectfully requests the
Governor to submit
his recommended FY 2010 revised appropriation bill to implement
his corrective action plan on
January 5, 2010; and be it
further
RESOLVED,
That this General Assembly respectfully requests the
Governor to submit
his recommended FY 2011 appropriation bill no later than January
21, 2010, as required by
Rhode Island General Law,
and that the bill be structured to eliminate out-year deficits; and be it
further
RESOLVED,
That the Secretary of State be and he hereby is
authorized and directed to
transmit a duly certified copy of this resolution to Governor
Donald Carcieri.
