S O L U T I O N
CREATING A SPECIAL HOUSE
COMMISSION
TO STUDY POTENTIAL
ADMINISTRATIVE AND FUNCTIONAL IMPROVEMENTS AT THE RHODE ISLAND VETERANS HOME

WHEREAS,
The Walter Reed Army Medical facility recently fell under a cloud of
controversy
when allegations of bureaucratic and administrative mishandling, as well as
unsanitary
conditions were made; and
WHEREAS,
Although Walter Reed is awash in the generosity of volunteers and
businesses
who make significant contributions, seventy-five percent of the troops polled
by
Walter
Reed last March said their experience was "stressful"; and
WHEREAS,
Upon visiting the facility, President Bush stated "We owe them all we can
give
them. Not only for when they're in harm's way, but when they come home to help
them
adjust
if they have wounds, or help them adjust after their time in service"; and
WHEREAS,
In light of various task force reviews occurring at Walter Reed, and the fact
that
these issues have been ongoing for many years at the hospital without any
action, it is
prudent
to study improvements in the functioning of the Rhode Island Veterans Home at
this time
in a
precautionary and possibly very beneficial investigation; now, therefore be it
RESOLVED,
That a special legislative commission be and the same is hereby created
consisting
of five (5) members: five (5) of whom shall be members of the general public,
to be
appointed
by the Speaker of the House.
The purpose of said commission shall be to make a comprehensive study of all
medical,
administrative,
and operational functions at the Rhode Island Veterans Home.
Forthwith
upon passage of this resolution, the members of the commission shall meet at
the
call of the Speaker of the House and organize and shall select from among its
members a
chairperson.
Vacancies in said commission shall be filled in like manner as the original
appointment.
The
membership of said commission shall receive no compensation for their services.
All
departments and agencies of the state, and the administration and staff of the
Rhode
Island
Veterans Home shall furnish such advice and information, documentary and
otherwise, to
said
commission and its agents as is deemed necessary or desirable by the commission
to
facilitate
the purposes of this resolution.
The
Speaker of the House is hereby authorized and directed to provide suitable
quarters
for
said commission; and be it further
RESOLVED,
That the commission shall report its findings and recommendations to the
House
of Representatives no later than forty-five days after passage of said
resolution and said
commission
shall expire on January 2, 2008.
