S E N A T E R E S O L U T I O N
IN SUPPORT OF
ADEQUATE SHELTER, ACCOMMODATIONS AND SERVICES FOR
ALL RESIDENTS OF THE
WELCOME ARNOLD SHELTER, AND FOR ANY NEW
PERSON OR FAMILY THAT
FINDS THEMSELVES IN A HOMELESS SITUATION

WHEREAS,
We support the closing of large congregate night-to-night shelters as they
are
not effective toward helping residents make positive changes in their lives;
and
WHEREAS,
We support the planned change to decentralize homeless services to
intensive
case management-based program; and
WHEREAS,
We support the five (5) programs that have been funded to implement the
intensive
case management-based program for 95 Welcome Arnold residents- The Urban League
of
RI, Crossroads RI, Amos House, House of Hope, and Mental Health Advocates/Oasis
and
thank
them for their continued dedication to serving the homeless population; and
WHEREAS,
The current plan to accommodate approximately 95 individuals in the
aforementioned
programs after the closing of the Welcome Arnold Shelter falls far short of the
number
of individuals who routinely use that shelter; now, therefore be it
RESOLVED,
That this Senate of the State of Rhode Island and Providence Plantations
hereby
strongly supports adequate shelter, accommodations and services for all
residents of the
Welcome
Arnold Shelter, and for any new person or family that finds themselves in a
homeless
situation,
and recommends that adequate shelter be made available prior to the closing of
any
existing
facility.
