S E N A T E R E S O L U T I O N
RESPECTFULLY
REQUESTING THE RHODE ISLAND DEPARTMENT OF
ADMINISTRATION, IN
CONJUNCTION WITH THE STATE PROPERTIES COMMITTEE, TO CONDUCT A COMPREHENSIVE
STUDY ON THE IMPACT OF THE SUBSTANTIAL NUMBER OF STATE FACILITIES ON MUNICIPAL
SERVICES IN THE CITY OF CRANSTON

WHEREAS,
The City of Cranston now houses 128 state-run facilities including
numerous
correctional facilities, commission headquarters, group homes and
administrative
offices;
and
WHEREAS,
The state has proposed a potential transfer of the Registry of Motor Vehicles
to
Cranston; and
WHEREAS,
Various programs and appropriations, including the Payment in Lieu of
Taxes
(PILOT), are utilized to redistribute resources due to expanded or increased
impact of
state-run
facilities on local communities; now, therefore be it
RESOLVED,
That this Senate of the State of Rhode Island and Providence Plantations
hereby
respectfully requests the Rhode Island Department of Administration, in
conjunction with
the
State Properties Committee, to conduct a comprehensive study of the impact on
the municipal
services
in Cranston associated with the numerous state facilities located within the
city; and be it
further
RESOLVED,
That this Senate requests that the Director of the Department of
Administration,
or designee, report back to the Senate with their findings and recommendations
no
later than November 1, 2006; and be it further
RESOLVED,
That the Secretary of State be and he hereby is authorized and directed to
transmit
duly certified copies of this resolution to Governor Donald Carcieri, the
Director of the
Rhode
Island Department of Administration and the State Properties Committee.
