S E N A T E R E S O L U T I O N
RESPECTFULLY
REQUESTING THE DEPARTMENT OF TRANSPORTATION, IN CONJUNCTION WITH THE TRAFFIC
ADVISORY COMMITTEE, TO CONDUCT A COMPREHENSIVE STUDY ON THE FEASIBILITY OF A
TRAFFIC IMPACT FEE FOR EXPANDED STATE AFFILIATED TRANSPORTATION AND ROADWAY USE
IN THE
CITY OF CRANSTON

WHEREAS,
It is necessary for the state to provide ongoing analysis of the impact that
various
state functions have on municipalities in order to ensure that usage and impact
are
balanced
with an equitable distribution of assets; and
WHEREAS,
A comprehensive study on increased transportation and roadway use due to
such
factors as state employees' daily commutes to and from state departments and
branches
located
in the City of Cranston, the public's transportation and road usage to and from
state
offices,
and increases in providing a variety of associated municipal services,
including police
and
firefighter personnel is essential. The study will provide the data and
analysis necessary to
establish
and monitor the resulting cost factors to the City of Cranston due to the
current and
potentially
increasing number of state owned buildings in the city; and
WHEREAS,
In addition, the impact study should contain recommendations and equitable
solutions
to any increased costs associated with transportation factors for the City of
Cranston,
including,
but not limited to, the feasibility of a traffic impact fee; now, therefore be
it
RESOLVED,
That this Senate of the State of Rhode Island and Providence Plantations
hereby
requests the Department of Transportation, in consultation with the State
Traffic
Commission,
to conduct a study to determine the cost impact of increased transportation and
roadway
usage in the City of Cranston, the feasibility of a traffic impact fee, and
other feasible
options
for equitable reimbursement; and be it further
RESOLVED,
That this Senate requests the Department of Transportation to report back
its
findings and recommendations to the Senate on or before November 1, 2006; and
be it further
RESOLVED,
That the Secretary of State be and he hereby is authorized and directed to
transmit
duly certified copies of this resolution to Governor Donald Carcieri, the
Director of the
Department
of Transportation, and the State Traffic Commission.
