J O I N T R E S O L U T I O N
EXTENDING
THE REPORTING DATE AND AMENDING THE MEMBERSHIP OF THE SPECIAL LEGISLATIVE
COMMISSION TO STUDY THE BENEFITS AND SUPPORT SYSTEM FOR ADOPTIONS IN THE STATE
OF RHODE ISLAND

RESOLVED,
That the special legislative commission created by resolution No. 373
passed
by the Senate at its January session, A.D. 2004, and approved June 25, 2004
entitled "Joint
Resolution
Creating a Special Legislative Commission To Study The Benefits and Support
System
for Adoptions in the State of Rhode Island" is hereby authorized to
continue its study and
make
a report to the General Assembly on or before April 27, 2006, and said
commission shall
expire
on June 27, 2006; and be it further
RESOLVED,
That the composition of said legislative commission is hereby amended to
consist
of twenty-one (21) members: two (2) of whom shall be members of the senate, not
more
than
one from the same political party, to be appointed by the senate president; two
(2) of whom
shall
be members of the house of representatives, not more than one from the same
political party,
to
be appointed by the speaker; one of whom shall be the director of the
department of labor and
training,
or designee; two (2) of whom shall be representative of the department of
children,
youth
and families, one of whom shall be an adoption manager and one of whom shall be
a
federal
benefits official, to be appointed by the director of the department of
children, youth and
families;
two (2) of whom shall be representative of two (2) major employers in the State
of
Rhode
Island, to be appointed by the president of the senate; five (5) of whom shall
be
representative
of private adoption agencies, one of whom shall be from CASEY Family Services,
one
of whom shall be from Adoption Rhode Island, one of whom shall be from the
Urban League
of
Rhode Island, one of whom shall be from the Children's Friend and Service and
one of whom
shall
be from the Jewish Family Service, to be appointed by the president of the
senate; three (3)
of
whom shall be members of the adoptive triangle and shall include two (2)
adoptive parents and
one
adult adoptee, to be appointed by the president of the senate; one of whom
shall be a judge or
magistrate
from Family Court, to be appointed by the Chief Judge of the Rhode Island
Family
Court;
one of whom shall be a member of the Child Advocate's Office, to be appointed
by the
Chief
Judge of the Rhode Island Family Court; one of whom shall be the Dean of Social
Work at
Rhode
Island College, or designee; and one of whom shall be the director of the
office of health
and
human services, or designee; and be it further
RESOLVED,
That the time for reporting authorized by resolution No. 373 and passed by
the
Senate at its January session, A.D. 2004, and approved June 25, 2004 be and the
same is
hereby
rescinded.
