H O U S E R E S O L U T
I O N
CREATING
A SPECIAL HOUSE COMMISSION TO STUDY RHODE ISLAND AIRPORT CORPORATION'S
MANAGEMENT AND GOVERNANCE OF RHODE ISLAND'S AIRPORTS

RESOLVED,
That a special house commission be and the same is hereby created
consisting
of seven (7) members to be appointed by the Speaker and shall include: state
representatives
or their designees from the following communities: one (1) of whom shall be
from
Warwick;
one (1) of whom shall be from Cranston; one (1) of whom shall be from Lincoln;
one
(1)
of whom shall be from North Kingstown; one (1) of whom shall be from Westerly;
one (1) of
whom
shall be from Middletown; and one (1) of whom shall be from New Shoreham.
The
purpose of said commission shall be to study the Rhode Island Airport
Corporation’s
management
and governance of Rhode Island’s airports. The commission shall review FAA
requirements
for “runway protection zones” and public safety issues relating to residential
population
adjacent to airports. In addition, the commission shall study the relationship
between
Rhode
Island Airport Corporation’s rules and/or regulations with local zoning
ordinances and/or
any
comprehensive plans affecting adjacent communities. The commission shall make
recommendations
to the general assembly to establish greater legislative oversight of the Rhode
Island
Airport Corporation.
Forthwith
upon passage of this resolution, the members of the commission shall meet at
the
call of the Speaker and organize and shall select from among the legislators a
chairperson.
Vacancies
in said commission shall be filled in like manner as the original appointment.
The
membership of said commission shall receive no compensation for their services.
All
departments and agencies of the state shall furnish such advice and
information,
documentary
and otherwise, to said commission and its agents as is deemed necessary or
desirable
by the commission to facilitate the purposes of this resolution.
The
Speaker of the House is hereby authorized and directed to provide suitable
quarters
for
said commission; and be it further
RESOLVED,
That the commission shall report its findings and recommendations to the
House
of Representatives no later than October 1, 2005 and said commission shall
expire on
December
2, 2005.
