PROCLAIMING THE MONTH OF MARCH
AS "YOUTH ART MONTH"

WHEREAS,
Art education has had a powerful effect on the educational benefits of all
elementary, middle and
secondary students; and
WHEREAS,
In every aspect of a child’s life, creativity is a valuable tool needed to
solve
problems. Art education is not
only an enjoyable way to learn, but an absolute necessity in the
whole process of learning.
Without delving into the left side of the brain, our creative problem-
solving and critical thinking
abilities would be stifled; and
WHEREAS,
When children study art they have a deeper understanding of multi-cultural
values and beliefs. The very
essence of human communication started back in the caveman time
by drawing images on the walls;
and
WHEREAS,
Art provides children with a sensitivity to beauty, order and other expressive
qualities. Through art,
children are able to relax and “lose themselves” in art projects, this alone,
in this crazy hectic world,
should be enough to keep art education an intrical part of the
educational experience; and
WHEREAS,
The creative process is used in every aspect of learning. Art education
reinforces and brings to life
what students learn in other subjects. Art education interrelates
student learning in art
production, art history, art criticism, and aesthetics; and
WHEREAS,
Thankfully, our national leaders have acknowledged the necessity of
including art experiences in
all students’ education. All citizens are urged to take interest in and
give full support to quality
art programs for children and youth; now, therefore be it
RESOLVED,
That this House of Representatives of the State of Rhode Island and
Providence Plantations hereby
proclaims the month of March as “Youth Art Month”; and be it
further
RESOLVED,
That the Secretary of State be and he is hereby authorized and directed to
transmit a duly certified copy
of this resolution to the Rhode Island Art Education Association.
