S O L U T I O N
MEMORIALIZING THE UNITED
STATES DEPARTMENT OF LABOR, OFFICE OF JOB
CORPS, TO PROTECT THE QUEENS
RIVER AQUIFER

WHEREAS,
The Queens River Aquifer and associated wetlands has been designated by
the Environmental Protection
Agency, the Rhode Island Rivers Council, the National Park
Service, the Nature Conservancy
and the Audubon Society as some of the most pristine,
ecologically valuable aquatic
habitat in Rhode Island; and
WHEREAS,
The Queens River Aquifer serves a large number of residents living in
Washington County; and
WHEREAS,
The vision for Washington County is a region defined by its rural character,
with vibrant village centers, a
strong economy, permanently preserved natural areas and
farmland, scenic coastline,
clean and plentiful water, affordable housing and protected cultural
resources, such that the
quality of life is maintained for all residents of Washington County,
present and future; and
WHEREAS,
The United States Department of Labor, Office of Job Corps desires to open
the Exeter Job Corps Center on
or about April of 2004 in a facility it has caused to be constructed
on a 22-acre parcel of land,
leased at the former Ladd Center, and owned by the State of Rhode
Island; and
WHEREAS,
The proposed Exeter Job Corps Center includes the largest single Individual
Septic Disposal System (ISDS)
currently installed in Rhode Island with a daily flow of more than
twenty-two thousand gallons of
wastewater; and
WHEREAS,
The Exeter town council desires to facilitate “timely and effective
communication” with respect to
unresolved issues associated with the Contracting Phase of the
proposed Exeter Job Corps
Center; now, therefore be it
RESOLVED,
That this House of Representatives hereby respectfully urges the United
States Department of Labor,
Office of Job Corps, to submit to local jurisdiction and to
incorporate Exeter Job Corps
Center specific information in its contract for the operation and
maintenance of the proposed
Exeter Job Corps Training Center; and be it further
RESOLVED,
That the Secretary of State be and he hereby is authorized and directed to
transmit duly certified copies
of this resolution to the United States Department of Labor, Office
of Job Corps, the Rhode Island
Congressional Delegation, the Honorable Donald Carcieri, and the
United States Department of
Labor, Office of Job Corps and the Exeter town council.
