S O L U T I O N
MEMORIALIZING THE GOVERNOR OF
RHODE ISLAND TO REQUIRE ALL STATE
DEPARTMENTS TO CEASE
PUBLICATION AND MAILING OF NONESSENTIAL
PRINTED MATERIALS

WHEREAS,
Nationally and locally, governments are facing difficult economic times;
and
WHEREAS,
The State of Rhode Island is potentially facing a $40 million deficit this
fiscal year and is projecting a
$190 million deficit for the 2005 fiscal year; and
WHEREAS,
The Governor of Rhode Island has requested all state departments to
identify 10% in cuts, to their
respective departments, due to this projected financial shortfall; and
WHEREAS,
Many of these state departments currently publish and/or mail materials not
vital to their operations; now,
therefore be it
RESOLVED,
That this House of Representatives of the State of Rhode Island and
Providence Plantations hereby
respectfully urges the Governor to request a moratorium on all
publishing, printing, and
mailing of nonessential materials, paid for with state funds, such as
calendars, pamphlets,
brochures and newsletters, or like materials for the remainder of fiscal year
2004 and for the entirety of
fiscal year 2005, unless they are vital to the operation, or as required
by state law; and be it
further
RESOLVED,
That the Secretary of State be and he is hereby authorized and directed to
transmit duly certified copies
of this resolution to Governor Carcieri and the State Department of
Administration.
