J O I N T R E S O L U T I O N
DESIGNATING
THE SECRETARY OF STATE AS THE ACTING CHIEF STATE
ELECTION
OFFICIAL FOR THE PURPOSE OF THE HELP AMERCA VOTE ACT

WHEREAS,
The United States Congress has passed H.R. 3295, the "Help America Vote
Act
of 2002" (the "Act"); and
WHEREAS,
H.R. 3295 establishes an independent entity entitled the "Election
Assistance
Commission Standards Board;" and
WHEREAS,
The said "Election Assistance Commission Standards Board" is to be
composed
of members selected by the Chief State Election Official of each state; and
WHEREAS,
H.R. 3295 requires that appointments be made to the said board no later
January
27, 2003: now, therefore, be it
RESOLVED,
That the Secretary of State is designated as acting Chief State Election
official
for the purpose of complying with the appointment requirements of the said Act;
and
RESOLVED,
That this resolution and appointment contained herein shall be effective
until
July 1, 2003.
