1 | WHEREAS, Rhode Island continues to face a significant housing crisis marked by rising |
2 | housing costs, limited supply of affordable homes, increasing rates of homelessness, and growing |
3 | pressure on the community development sector to meet expanding needs; and |
4 | WHEREAS, Strengthening the capacity of nonprofit housing developers, homeless |
5 | service providers, and community-based organizations is essential to expanding housing |
6 | production, improving system coordination, and ensuring public investments translate into stable |
7 | housing outcomes for Rhode Islanders; and |
8 | WHEREAS, The Housing Network of Rhode Island supports nonprofit housing |
9 | developers, homeless service providers, municipalities, state agencies, health and human service |
10 | partners, and funders through strategic partnership development, shared planning, advocacy, and |
11 | targeted capacity-building initiatives; and |
12 | WHEREAS, Enhanced collaboration, coordinated technical assistance, improved data |
13 | sharing, and aligned funding and performance expectations are necessary to reduce |
14 | fragmentation, minimize duplication, close service and housing gaps, and improve outcomes for |
15 | Rhode Islanders experiencing housing instability and homelessness; and |
16 | WHEREAS, Enhanced collaboration, coordinated technical assistance, improved data |
17 | sharing, and aligned funding and performance expectations are necessary to reduce |
18 | fragmentation, minimize duplication, close service and housing gaps, and improve outcomes for |
19 | Rhode Islanders experiencing housing instability and homelessness; now, therefore be it |

1 | RESOLVED, That there is hereby appropriated, out of money in the treasury not |
2 | otherwise appropriated for the fiscal year 2026-2027, the sum of two hundred thousand dollars |
3 | ($200,000) to the Housing Network of Rhode Island to assist its efforts to strengthen community |
4 | development capacity, enhance coordination across the housing and homelessness response |
5 | system, and improve housing outcomes statewide; and the state controller is hereby authorized |
6 | and directed to draw their orders upon the general treasurer for the payment of said sum, or so |
7 | much thereof as may be from time to time required, upon receipt of properly authenticated |
8 | vouchers. |
