EXTENDING CONDOLENCES ON THE PASSING OF SAYSOMBOUN PHIVILAY | |

1 | WHEREAS, This Senate was deeply saddened to hear of the passing of Saysomboun |
2 | Phivilay, the beloved wife of Khamsing Phivilay for fifty years, and the devoted mother of |
3 | Phanida Phivilay and her husband, our colleague, Alan Rudolph, and their children Belinda |
4 | Phivilay and her longtime partner, Treina Santos, Brandon Phivilay, Olivia Bessette, David |
5 | Rudolph, and Jonathan Rudolph, and Alina Phivilay and her longtime significant other, Frank |
6 | DeCaro, and their son, Luca DeCaro; and |
7 | WHEREAS, Born in Thakhek, capital of the beautiful Khammouane Province in Laos, |
8 | Mrs. Phivilay was the youngest daughter of nine siblings, born to the late Sivixay Saycocie and |
9 | Yvone Salgé; and |
10 | WHEREAS, In 1975, Mrs. Phivilay married the love of her life, Khamsing, whom she |
11 | had met in the early 1960s while working in Vientiane, Laos; and |
12 | WHEREAS, In 1980, the couple, together with their eldest daughter, immigrated to the |
13 | United States after being sponsored by the Stickney family, and settled in Portsmouth, Rhode |
14 | Island. Shortly thereafter, they moved to the City of Newport, and in 1986, they purchased their |
15 | forever home in the Smith Hill neighborhood of the City of Providence; and |
16 | WHEREAS, With pride and joy, and an unwavering love for her husband, children, and |
17 | grandchildren, Mrs. Phivilay created a home for her family that was warm and welcoming. |
18 | Creating lasting memories, she cherished every moment spent with them, cooking Laotian food, |
19 | and instilling them with the traditions that came from her roots in Laos; and |
20 | WHEREAS, Saysomboun Phivilay was a gentle soul, filled with love and kindness, and |

1 | she is, and will always be, deeply missed by those who knew and loved her; now, therefore be it |
2 | RESOLVED, That this Senate of the State of Rhode Island hereby extends heartfelt |
3 | condolences on the passing of Saysomboun Phivilay; and be it further |
4 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
5 | transmit a duly certified copy of this resolution to Khamsing Phivilay, Phanida Phivilay and |
6 | Family, and Alina Phivilay and Family. |
