It is enacted by the General Assembly as follows:
SECTION 1. Chapter 11-47 of the General Laws entitled "Weapons" is hereby amended by adding thereto the following section:
{ADD 11-47-63. Bullet proof vests. -- ADD} {ADD (a) It shall be unlawful for any person, firm or corporation to sell or otherwise transfer a bullet proof vest to any person, other than those employed by law enforcement agencies, unless that person shall, prior to the transfer of the bullet proof vest, display a valid Rhode Island hunting license. ADD}
{ADD (b) Any person purchasing a bullet proof vest for hunting purposes must register with the law enforcement agency in the city or town which he or she resides as an owner of a bullet proof vest. ADD}
{ADD (c) It shall be unlawful for any person not in the employ of a law enforcement agency to possess a bullet proof vest without a valid hunting license and without registering with the police agency where he or she resides. ADD}
{ADD (d) Any person, firm or corporation violating the provisions of this section shall be guilty of a misdemeanor and may be imprisoned for not more than one (1) year and/or fined not more than one thousand dollars ($1,000.00). ADD}
SECTION 2. This act shall take effect upon passage.
This act would make unlawful the sale or possession of a bullet proof vest by or to anyone, other than law enforcement personnel, who does not possess a valid hunting license and/or does not register with local police.
