HONORING ROBERT F. BURNS ON RECEIVING A LIFETIME ACHIEVEMENT AWARD

WHEREAS, Robert F. Burns began his life in public service when he was first elected in 1953 as a Pawtucket City Councilman-at-large and served until 1964, including one term as President of the City Council. In 1965, he was elected Mayor of Pawtucket and re-elected three times to that position. In 1972, he was elected Rhode Island Secretary of State and served five terms until his retirement from public service in 1983; and

WHEREAS, Secretary Burns has been a very vital part of Pawtucket's political landscape. His election as Secretary of State continued a tradition of Pawtucket leaders serving in that position. Indeed, for over forty years, from 1941 until 1983, with the exception of only one term, Pawtucket political leaders held the office of Secretary of State. He is the last Pawtucket resident to have served as a Rhode Island State General Officer; and

WHEREAS, His community involvement has spanned five decades and includes his efforts with the Benevolent and Protective Order of Elks, Loyal Order of Moose, Lion's Club, American Legion, Pawtucket Cancer Crusade, St. Joseph's Holy Name Society, Knight's of Columbus and as Chairman of the State Government United Way Campaign; and

WHEREAS, He distinguished himself nationally with his involvement with the National Association of Secretaries of State, where his colleagues from across the United States elected him as Treasurer and then President. In addition, his leadership qualities were recognized by his local colleagues when he served as President of the Rhode Island Municipal Chief Executives Association; and

WHEREAS, He is a veteran of World War II, having served in the United States Naval Air Service. He and his wife Margaret are the parents of one son and reside in Oak Hill; now, therefore be it

RESOLVED, That this General Assembly of the State of Rhode Island and Providence Plantations hereby congratulates Robert F. Burns on his Lifetime Achievement Award. This General Assembly, moreover, wishes Bob continued happiness, success and fulfillment in all future endeavors; and be it further

RESOLVED, That the Secretary of State be and he is hereby authorized and directed to transmit a duly certified copy of this resolution to the Honorable Robert F. Burns.
