CONGRATULATING LEO T. FONTAINE ON BEING HONORED WITH THE WOONSOCKET JAYCEES 1996 OUTSTANDING YOUNG CITIZEN AWARD

WHEREAS, A remarkably active man at any age, Leo T. Fontaine is the 27-year-old President of the Woonsocket City Council, and sits on the Board of Directors for a number of local groups, including the YMCA, Main Street 2000, the Woonsocket Neighborhood Development Corporation and the Woonsocket Task Force on Substance Abuse (WTFSA); and

WHEREAS, The hard working manager of a mutual funds operation for Boston Financial in Quincy, Leo Fontaine is also a member of the Northern Rhode Island Council for the Arts, and performs musically for two local parishes each Sunday; and

WHEREAS, But is is Mr. Fontaine's volunteerism in the community that has earned him the Woonsocket Jaycees 1996 Outstanding Young Citizen Award, recognition given annually "to an individual between the ages of 21-39 who has contributed time and energy to making the community a better place." Leo T. Fontaine has certainly done that; and

WHEREAS, A member of the Woonsocket City Council for four years, serving as its President for the past year-and-one-half, Leo Fontaine is a 1987 graduate of Woonsocket High School, and contributes to the schools' fund-raising efforts by establishing a scholarship fund that is given to a student every year. Funding the endowment from his City Council salary, Leo Fontaine conceived of the scholarship as a memorial to his brother Guy, who passed away in 1992 at the age of 33; and

WHEREAS, Leo Fontaine's myriad accomplishments include his work with the WTFSA that helped to enact locally effective legislation to help cities and towns adjudicate cases of retailers selling tobacco products to minors; and

WHEREAS, Leo Fontaine has chaired the YMCA's Partners with Youth fund-raising campaign, which pays for youth scholarships to summer camps and other programs at the YMCA, while also volunteering his time to causes like the Stadium Theatre and playing guitar or piano at Sacred Heart Church and St. Louis Church every Sunday; now, therefore, be it

RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations hereby joins the Woonsocket Jaycees in recognizing the sterling achievements of Leo T. Fontaine. Honored with the Woonsocket Jaycees 1996 Outstanding young Citizen Award, Leo T. Fontaine has clearly earned the unqualified admiration and respect of this Senate and of all of the citizens of Rhode Island; and be it further

RESOLVED, That the Secretary of State be and he hereby is authorized and directed to transmit a duly certified copy of this resolution to Mr. Leo T. Fontaine.
