AUTHORIZING THE TRANSFER OF PROPERTY LOCATED IN THE TOWN OF NORTH KINGSTOWN TO THE RHODE ISLAND ECONOMIC DEVELOPMENT CORPORATION

It is enacted by the General Assembly as follows

SECTION 1. Chapter 37-7.1 of the general laws entitled "Department of Economic Development - Sale of Property" is hereby amended by adding the thereto the following:

{ADD 37-7.1-5. Authorization - Certain North Kingstown Property. -- ADD} {ADD The director of the Rhode Island Department of Transportation, upon written request of the executive director of the Rhode Island Economic Development Corporation, is hereby authorized and directed to grant, transfer, and convey in fee simple or otherwise, as set forth in such request, in the name of and for the state of Rhode Island to the Rhode Island Economic Development Corporation that certain real estate described below and all improvements thereon ("Property") belonging to the state of Rhode Island situated in the town of North Kingstown, Rhode Island, or portions thereof as determined by the executive director of the Rhode Island Economic Development Corporation. The provisions of chapters 37-6 and 37-7 shall not be applicable to the conveyance or conveyances set forth herein which have been or hereafter may be affected by the Rhode Island Economic Development Corporation under the provisions of this chapter. Property: Land and Structures at the Quonset State Airport, North Kingstown, RI as shown on the Plan entitled "Survey of Quonset State Airport Areas for Acquisition by the Rhode Island Economic Development Corporation", Scale 1"=500', December 1996, DWG. No. 25475, as prepared by the Rhode Island Economic Development Corporation (Technical Services) and more specifically identified as Parcel 1-A

A portion of Area B-2b of the "Q Map"* running northerly form the shoreline of Narragansett Bay to State Highway Plat No. 2200 (Quonset Road, so called), bounded westerly by Parcel 1-E, identified hereafter, and westerly by Narragansett Bay and a portion of Parcel 1-B, identified hereafter, and including the Quonset Carrier Pier. Parcel 1-B

A portion of Area A-3 of the "Q Map"* on the northerly form the steel bulkhead at the shoreline of Narragansett Bay, (south of Zarbo Avenue, so called) to Parel 3-A, identified hereafter, bounded westerly by State Highway Plat No. 2200, and a portion of Parcel 1-A, identified heretofore, and bounded easterly by Parcel 3-B, identified hereafter Parcel 1-C

A portion of Area A-3 of the "Q Map"* on the northerly side of Eccleston Avenue, so called, identified hereafter as Parcel 4-C, bounded northerly by other land of the RIEDC and a portion of Area B-1a, herafter identified, bounded easterly by Area B-1a and westerly by Area B-1b as identified onthe "Q Map" Parcel 1-D

A portion of Area B-2 of the "Q Map"* on the northerly side of Eccleston Avenue, so called, identified hereafter as Parcel 4-A, bounded northerly by other land of the RIEDC, bounded westerly by other land of the RIEDC and in part by and a portion of State Highway Plat No. 2200 Parcel 1-E

A portion of Area B-2a of the "Q Map"* running northerly from the shoreline of Narragansett Bay to State Highwy Plan No. 2200 (Quonset Road, so called) bounded westerly by other land of the RIEDC, and bounded easterly by Parcel 1-A, identified Parcel 2-A

A portion of Area A-2 of the "Q Map"* running northerly from the shoreline of Narragansett Bay to Jones Road, so called, identified hereafter as Parcel 4-F, bounded easterly by other land of the RIEDC and westerly by a line drawn parallel with and 500 feet easterly of the centerline of Runway 16-34 of the Quonset State Airport Parcel 2-B

Portions of Area A-2, Area RL-4 and Area A-3 of the "Q Map" bounded easterly and northerly by Narragansett Bay, bounded westerly by a line drawn parallel with and 500 feet easterly of the centerline of Runway 16-34 of the Quonset State Airport, and bounded southerly by Parcel 3-B, identified hereafter Parcel 3-A

A portion of Area A-3 of the "Q Map"* bounded southerly by Parcel 1-B, identified heretofore, and running northerly to a line drawn parallel with and 125 feet southerly of the centerline of Runway 5-23 of the Quonset State Airport Parcel 3-B

A portion of Area A-3 of the "Q Map"* running northerly from the shoreline of Narragansett Bay along the centerline of Runway 16-34 of the Quonset State Airport for a distance of 1200 feet, more or less, to a line drawn perpendicular to the centerline of Runway 16-34, bounded easterly by Narragansett Bay and a portion of Parcel 2-B, identified heretofore, and bounded westerly by Parcel 1-B and a portion of Parcel 3-A, both parcels identified heretofore Parcel 4-A

A portion of Area A-3 of the "Q Map"* forming the westerly end of Eccleston Avenue, so called, running westerly from State Highway Plat No. 2200 (Quonset Road, so called) to the center portion of Eccleston Avenue, identified hereafter as Parcel 4-B, bounded southerly by other land of the Quonset State Airport and bounded northerly by Parcel 1-D identified heretofore Parcel 4-B

A portion of Area A-3 of the "Q Map"* forming the center portion of Eccleston Avenue, so called, running westerly from Parcel 4-A, identified heretofore, to the westerly portion of Eccleston Avenue, identified hereafter as Parcel 4-C, bounded southerly by other land of the Quonset State Airport and bounded northerly by other land of the RIEDC Parcel 4-C

A portion of Area A-3 of the "Q Map"* forming the easterly end of Eccleston Avenue, so called, running westerly from 4-B, identified heretofore, to Airport Street, so called, identified hereafter as Parcel 4-D bounded southerly by other land of the Quonset State Airport and bounded northerly by Parcel 1-C identified heretofore, and Area B-1a identified hereafter Parcel 4-D

Portions of Area A-3, Area RL-3 and Area A-2 of the "Q Map"* forming Airport Street, so called, bounded easterly by other land of the Quonset State Airport and westerly by Area B-1a, as identified hereafter, and other land now or formerly of the RIEDC Parcel 4-E

A portion of Area A-2 of the "Q Map"* forming the northerly end of Northrup Road, so called, running southerly and easterly from Jones Raod, so called, identified heretofore as Parcel 4-F, to that portion of Northrup Road now or formerly owned by the RIEDC, bounded easterly and northerly by other land of the Quonset State Airport and bounded westerly and southerly by other land of the RIEDC Parcel 4-F

A portion of Area A-2 of the "Q Map"* forming Jones Road, so called, running westerly from land now or formerly of the US Government bounded southerly by Parcel 2-A, identified heretofore, and other land of the Quonset State Airport and bounded northerly by other land of the RIEDC thence turning and running southerly to Northrup Road, so called, identified hereafter as Parcel 4-E, bounded easterly by other land of the Quonset State Airport and westerly by land of the US government Area B-1-a Area B-1-a of the "Q Map" in its entirety Area B-1-b Area B-1-b of the "Q Map" in its entirety "Q Map"* refers to the plan entitled "Conveyance Map "Q", Quonset State Airport N. SECTION 2. This act shall take effect upon passage.

EXPLANATION
BY THE LEGISLATIVE COUNCIL
OF
AN ACT
AUTHORIZING THE TRANSFER OF PROPERTY LOCATED IN THE TOWN OF NORTH KINGSTOWN TO THE RHODE ISLAND ECONOMIC DEVELOPMENT CORPORATION

This act would authorize and direct the Rhode Island Department of Transportation, upon the request of the Rhode Island Economic Development Corporation, to transfer certain property located in the Town of North Kingstown, or portions thereof, to the Rhode Island Economic Development Corporation for further commercial development of the Quonset Point/Davisville Industrial Park.

This act would take effect upon passage.
