EXCELLENCE FOR MENTAL HEALTH AND BRAIN INJURIES, WHICH PROVIDES | |
MUCH-NEEDED SERVICES TO VETERANS AND THEIR FAMILIES AT NO COST | |

1 | WHEREAS, Retired United States Army Brigadier General Jack Hammond currently |
2 | serves as the Chief Executive for the Home Base National Center of Excellence for Mental |
3 | Health and Brain Injuries. General Hammond is a highly decorated combat leader who served our |
4 | nation with honor and abiding integrity. General Hammond led both United States and NATO |
5 | forces in combat and counter-terrorism operations in both Iraq and Afghanistan, which include |
6 | leading more than one hundred successful counter-terrorist operations in Iraq; and |
7 | WHEREAS, General Hammond is also a private sector innovator who has served with |
8 | distinction on a myriad of advisory groups for Presidents, Governors and businesses. General |
9 | Hammond has also given speeches and led discussion groups on his innovative programs and his |
10 | leadership skills at the White House, the United Kingdom’s Parliament, Presidential Libraries, |
11 | and with leading national companies working in the national defense, construction, |
12 | biotechnology, and marketing sectors; and |
13 | WHEREAS, In 2012, General Hammond was asked to lead Home Base, which is a |
14 | unique partnership between the Boston Red Sox and Massachusetts General Hospital. Over the |
15 | last decade, General Hammond and his team have established our nation’s first private sector |
16 | Center for Excellence for the Invisible Wounds program, developed innovative and effective |
17 | solutions for mental health and brain injuries, and worked collaboratively with the faculty and |
18 | clinical resources of Massachusetts General Hospital and Harvard Medical School, to find new |

1 | answers to address veterans’ mental health and brain injury care needs. All of these treatments are |
2 | provided free of charge to the veterans, military service members, and the families they care for; |
3 | and |
4 | WHEREAS, General Hammond has attained degrees from the University of |
5 | Massachusetts and Boston University, and completed a National Security Fellowship at Harvard |
6 | University. General Hammond has received numerous military awards and decorations in |
7 | recognition of his exemplary service to our nation, including the Distinguished Service Medal, |
8 | the Legion of Merit Medal for combat service, the Bronze Star Medal, the Meritorious Service |
9 | Medals, the Army Commendation Medal for Valor, two Valorous Unit Awards, the Combat |
10 | Action Badge, the French Medal of National Defense, and the Bulgarian Medal of Mission |
11 | Support; now, therefore be it |
12 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
13 | honors and thanks United States Army Brigadier General Jack Hammond (Retired), for founding |
14 | Home Base National Center of Excellence for Mental Health and Brain Injuries providing much- |
15 | needed services to veterans and their families at no cost; now, therefore be it |
16 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
17 | transmit a duly certified copy of this resolution to General Jack Hammond, (Retired). |
