MAKING AN APPROPRIATION OF $250,000 TO THE SUBSTANCE USE AND MENTAL

HEALTH LEADERSHIP COUNCIL OF RI (SUMHLC)

     WHEREAS, The mission of the Substance Use and Mental Health Leadership Council of

RI “is to promote a collaborative, coordinated system of high quality, comprehensive community-

based mental health and substance use prevention and treatment services; and

     WHEREAS, Rhode Island is confronting a significant drug and alcohol abuse crisis, with

the state experiencing high rates of overdose deaths, youth substance use, and excessive alcohol

consumption; and

     WHEREAS, Achieving and maintaining abstinence from substance abuse and achieving

mental health requires focus and continuity of readily available services; now, therefore be it

     RESOLVED, That there is hereby appropriated, out of any money in the treasury not

otherwise appropriated for the fiscal year 2025-2026, the sum of two hundred fifty thousand

dollars ($250,000) to the Substance Use and Mental Health Leadership Council of RI; and the

state controller is hereby authorized and directed to draw his orders upon the general treasurer for

the payment of said sum, upon receipt of properly authenticated vouchers.
