RELATING TO STATE AFFAIRS AND GOVERNMENT -- STATE-OWNED AND

OPERATED PRINTING FACILITIES PREFERENCE ACT

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 42 of the General Laws entitled "STATE AFFAIRS AND

GOVERNMENT" is hereby amended by adding thereto the following chapter:

CHAPTER 167

STATE-OWNED AND OPERATED PRINTING FACILITIES PREFERENCE ACT

5

     42-167-1. Short title.

     This chapter shall be known and may be cited as “State-Owned and Operated Printing

7

Facilities Preference”.

     42-167-2. Use of state-owned/operated printing facilities.

9

     Any state agency, state institution of higher education, and quasi-public agency which

10

engages in the printing of more than fifty (50) copies of a contract, publication, brochure, mail

11

piece, notice, and/or promotional material shall use an existing state-owned/operated print

12

shop/facility as long as said state-owned/operated print shop/facility is capable of processing and

13

manufacturing the aforementioned materials.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

OF

RELATING TO STATE AFFAIRS AND GOVERNMENT -- STATE-OWNED AND

OPERATED PRINTING FACILITIES PREFERENCE ACT

     This act would require, that any state agency, state institution of higher education, and

2

quasi-public agency that engages in printing more than fifty (50) copies of a contract, publication,

3

brochure, notice, or promotional material, to use a state-owned or operated print shop capable of

4

processing the material.

5

     This act would take effect upon passage.
