CONGRATULATING KATHLEEN A. BROWN ON HER RETIREMENT AFTER FORTY | |
YEARS OF DISTINGUISHED AND DEVOTED SERVICE TO THE RHODE ISLAND | |
GENERAL ASSEMBLY AND THE CITIZENS OF RHODE ISLAND | |

1 | WHEREAS, Kathleen A. Brown was born in Pawtucket, a beloved daughter of Eleanor |
2 | and the Honorable Henry S. Kinch; and |
3 | WHEREAS, Kathy has been a lifelong resident of the City of Pawtucket and excelled at |
4 | her studies and graduated from William E. Tolman Senior High School and Katharine Gibbs |
5 | School. Kathy was a leader in Tolman's exclusive and selective, young women's social group, |
6 | Tri-Hi-Y; and |
7 | WHEREAS, Fortune smiled on Kathy and the citizens of Rhode Island as she |
8 | commenced her distinguished public service career on October 27, 1984, when she accepted a |
9 | position to serve as a secretary for the Legislative Press Bureau. In 1990, Kathy transitioned to |
10 | the Legislative Data department, where she would remain until her retirement as Office Systems |
11 | Coordinator; and |
12 | WHEREAS, Affectionately known as "KB", Kathy's many duties and responsibilities |
13 | cannot be counted, but included managing vendor schedules, budgetary planning, purchasing, |
14 | managing supply inventory, handling all Legislative Data customer service needs, and |
15 | maintaining Director Nicholas Budano's busy schedule; and |
16 | WHEREAS, It can be said of Kathy that she brought a jovial and positive temperament to |
17 | the Rhode Island State House work atmosphere. She was known for her pink trousseau and her |
18 | ability to lighten a subject with her humor. She did indeed keep the entire Legislative Data trains |
19 | running on time; and |

1 | WHEREAS, Among Kathy's many accomplishments was capturing the heart of Mr. John |
2 | Brown, Ill, a retired Pawtucket Police Officer. John and Kathy married in 1987; and |
3 | WHEREAS, John and Kathy moved to the Fairlawn Section and created a beautiful and |
4 | loving family. Kathy and John were blessed with John, IV, and Christopher Henry. Chris and his |
5 | wife Heather have since blessed the family with two grandchildren, Christopher and Henry; and |
6 | WHEREAS, Kathy's siblings include the Honorable Henry S. Kinch, Jr., the Honorable |
7 | Michael L. Kinch, Christopher D. Kinch, Annmarie Kinch McVay, and Marilee Kinch Arsenault, |
8 | along with their spouses; Jennifer S. Kinch, Karen L. Kinch, Cheryl M. Kinch, Allen McVay, and |
9 | Thomas "Vee" Arsensault and her many her nieces and nephews, all of whom wish her nothing |
10 | but the rest and relaxation she so richly deserves; now, therefore be it |
11 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
12 | congratulates Kathy Brown on her much deserved retirement and thank her for forty years of |
13 | service to the citizens of Rhode Island and the Rhode Island General Assembly. We wish her a |
14 | most happy, fulfilling, and healthy retirement, and continued success as she begins a new chapter |
15 | in her life which assuredly will be exciting and we will all assuredly be kept up to date on her |
16 | happenings; and be it further |
17 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
18 | transmit a duly certified copy of this resolution to Kathleen A. Brown. |
