AMENDING THE RULES OF THE HOUSE OF REPRESENTATIVES FOR THE YEARS | |

1 | RESOLVED, that section 7(d) of the rules of the House of Representatives adopted by |
2 | the House of Representatives at its January session, A.D. 2023, entitled “House Resolution |
3 | Adopting the Rules of the House of Representatives for the years 2023 and 2024”, be and the |
4 | same is hereby amended to read as follows: |
5 | (d)(i) Unless the matter is submitted with the approval of the Speaker, a member may not |
6 | introduce more than eighteen (18) bills or resolutions during the course of a legislative session, |
7 | inclusive of bills introduced pursuant to subsection (iii) of this rule. This limitation shall not apply |
8 | to city or town bills, to bills for the reinstatement of corporate charters, to bills relating to the |
9 | solemnization of marriages, to ceremonial resolutions of congratulations or condolence, to |
10 | appropriations and budget bills, to bills creating or extending the reporting dates of study |
11 | commissions or to bills introduced on behalf of a study commission by the commission's |
12 | chairperson or other member with the approval of the Speaker. |
13 | (ii) All bills and resolutions shall be filed no later than February 16, 2023 27, 2025 (for |
14 | the 2023 2025 session) and February 15, 2024 12, 2026 (for the 2024 2026 session). The |
15 | provisions of this section shall not apply to city or town bills, to bills for the reinstatement of |
16 | corporate charters, to bills relating to the solemnization of marriages, to ceremonial resolutions of |
17 | congratulations or condolences, to appropriations and budget bills, or to bills to create or extend |
18 | creating or extending the reporting dates of study commissions or to bills introduced on behalf of |
19 | a study commission by the commission's chairperson or other member with the approval of the |

2 | Further, a (iii) A member may introduce a public bill or resolution after this date in |
3 | February if one day previous to such introduction, the member shall have notified the House of |
4 | his or her intention to introduce such bill or resolution by reading the title and giving a brief |
5 | explanation of its purpose. A Subject to introduction limits imposed by this rule, a member may |
6 | avail himself or herself of the opportunity afforded by this rule three (3) times only in each |
7 | calendar year, but in no event after the fortieth (40th) legislative day unless the matter is submitted |
8 | with the approval of the Speaker. House Committees may, but shall not be obligated to, hear and |
9 | consider public bills or resolutions approved for introduction pursuant to this rule. |

1 | This resolution would provide that members be limited to the introduction of eighteen |

4 | budget bills, bills extending or creating reporting dates or bills introduced on behalf of study |
