S E N A T E   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY THE GOVERNANCE

STRUCTURE OF RHODE ISLAND'S PUBLIC EDUCATION SYSTEM

     WHEREAS, Effective January 1, 2013, the General Assembly created a Board of

2

Education consisting of seventeen (17) public members to be appointed by the Governor with the

3

advice and consent of the Senate, eight (8) of whom to be designated to serve on the council for

4

elementary and secondary education and eight (8) of whom to be designated to serve on the

5

council for postsecondary education. The chairperson of the board would serve as a member of

6

both councils; now, therefore be it

     RESOLVED, That a special legislative commission be and the same is hereby created

8

consisting of seven (7) members: seven (7) of whom shall be members of the Senate, not more

9

than five (5) from the same political party, to be appointed by the President of the Senate.

     In lieu of any appointment of a member of the legislature to a legislative study

11

commission, the appointing authority may appoint a member of the general public to serve in

12

place of a legislator; provided that, the Senate President or the Minority Leader of the political

13

party that is entitled to the appointment consents to the appointment of the member of the general

14

public.

     The purpose of said commission shall be to study, review, and make recommendations on

16

how to most efficiently and effectively administer the governance of the kindergarten through

17

sixteen (16) public education system in the State of Rhode Island.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

19

the call of the President of the Senate, who shall appoint a chairperson.

     Vacancies in said commission shall be filled in like manner as the original appointment.

     A quorum of the commission shall consist of a majority of its membership, and the

3

membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

5

documentary or otherwise, to said commission and its agents as is deemed necessary or desirable

6

by the commission to facilitate the purposes of this resolution.

     The Joint Committee on Legislative Services is hereby authorized and directed to provide

8

suitable quarters for said commission; and be it further

9

     RESOLVED, That the commission shall report its findings and recommendations to the

10

President of the Senate on or before March 1, 2025, and said commission shall expire on July 1,

11

2025.

     This resolution would create a 7-member legislative commission to study the governance

structure of Rhode Island's public education system, and who would report back to the Senate no

3

later than March 1, 2025, and whose life would expire on July 1, 2025.
