A N   A C T

RELATING TO FOOD AND DRUGS -- THE GOOD SAMARITAN OVERDOSE

PREVENTION ACT OF 2016

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 21-28.9 of the General Laws entitled "The Good Samaritan Overdose

2

Prevention Act of 2016" is hereby amended by adding thereto the following section:

     21-28.9-3.2. Training in opioid antagonist use.

     (a) On or before January 1, 2025, the director of the department of health shall issue non-

5

mandatory voluntary guidance to non-governmental employers, businesses and the public on:

6

     (1) Acquiring and maintaining opioid antagonist medication; and

7

     (2) Recommendations for, and availability of, annual training on the use of opioid

8

antagonist medication.

     (b) On or before January 1, 2025, the director of the department of administration shall

10

promulgate rules and regulations that:

11

     (1) Require each state agency and department to acquire and maintain opioid antagonist

12

medication; and

13

     (2) Require employees of each state agency and department be annually trained on the use

14

of opioid antagonist medication.

15

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

OF

RELATING TO FOOD AND DRUGS -- THE GOOD SAMARITAN OVERDOSE

PREVENTION ACT OF 2016

     This act would require the director of the department of health to provide guidance to non-

2

governmental employers and the public on acquiring opioid antagonist medication and training for

3

its use. This act would additionally require the director of the department of administration to

4

promulgate rules and regulations for state agencies and departments to acquire opioid antagonist

5

medication and provide training on its use.

6

     This act would take effect upon passage.
