RELATING TO BUSINESSES AND PROFESSIONS -- INTERSTATE MEDICAL

LICENSURE COMPACT

     

     Introduced By: Senators de la Cruz, Rogers, and DeLuca

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 5-91 of the General Laws entitled "Interstate Medical Licensure

Compact [Expires July 1, 2025.]" is hereby amended by adding thereto the following section:

     5-91-26. Implementation.

     This chapter shall be implemented and the state is hereby directed to complete all necessary

5

membership requirements no later than July 1, 2024.

     SECTION 2. Title 23 of the General Laws entitled "HEALTH AND SAFETY" is hereby

7

amended by adding thereto the following chapter:

CHAPTER 100

TELEMEDICINE AND OUT-OF-STATE MEDICINE

     23-100-1. Telemedicine and out-of-state medicine.

     (a) All in-state residents shall have access to telemedicine in accordance with chapter 81

12

of title 27.

13

     (b) Patients may receive telemedicine services, including services from out-of-state

14

providers pursuant to chapter 91 of title 5 ("interstate medical licensure compact").

15

     (c) Prior to providing services under this chapter, any out-of-state medical provider shall

16

register with the department of health.

17

     (d) The department of health and the office of health insurance commissioner shall

18

implement rules and regulations, as necessary, to carry out the provisions of this section.

     SECTION 3. This act shall take effect upon passage.

     This act would require the state to implement the Interstate Medical Licensure Compact no

2

later than July 1, 2024. This act would further restore access to telemedicine for all Rhode Island

3

residents and allow treatment by out-of-state providers who register with the department of health.

4

     This act would take effect upon passage.
