RELATING TO STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF

ADMINISTRATION--HUMAN SERVICES FTE ACCOUNTABILITY PORTAL

     It is enacted by the General Assembly as follows:

     SECTION 1. This act shall be known and may be cited as the "Fill the Frontline Human

2

Services FTE Accountability Act."

     SECTION 2. Chapter 42-11 of the General Laws entitled "Department of Administration"

4

is hereby amended by adding thereto the following section:

5

     42-11-2.10. Human services FTE accountability portal.

6

     ( a ) The department of administration (the "department"), through the division of enterprise

7

technology strategy and services (the "ETSS") established pursuant to ยง 42-11-2.8 or any successor

8

division as designated by the department, shall establish a human services transparency FTE portal

9

(the "FTE portal") accounting for the allocation of department of children, youth and families, and

10

department of human services, funded full-time equivalent positions ("FTEs"), disaggregated by

11

job classification, title, and the number of positions filled, along with the number of positions

12

funded per job classification title. The portal shall be updated monthly and time-stamped on the

13

FTE portal. The FTE portal shall include, at a minimum, the positions identified in subsection (b)

14

of this section, and may be modeled after the state's transparency portal maintained though RI.gov.

     (b) The information on the FTE portal shall cover and include information on the following

16

human services positions:

     (1) Social caseworkers;

     (2) Caseworker supervisors;

     (3) Child protective investigators;

2

     (4) Child protective investigator supervisors;

3

     (5) Clinical social workers;

4

     (6) Clinical social worker supervisors;

5

     (7) Principal human services and systems policy specialists;

6

     (8) Programming services officers;

7

     (9) Assistant chief of planning;

8

     (10) Epidemiologists;

9

     (11) Clinical training specialists;

10

     (12) Implementation aides;

11

     (13) Call center aides; and

12

     (14) Eligibility technicians (all levels).

     (c) The portal shall compare columns of all the above classifications, comparing the

14

number of FTEs per each classification allotted the annual state budget and the number of

15

vacancies. The portal shall be updated monthly with side-by-side comparison of previous updates

16

for comparison.

     (d) The format and information provided shall include the following: Fiscal year,

18

classification, pay grade, the number of FTEs, and costs, in the same format as the personnel

19

sections of the governor's January budget proposals on the office of management and budget

20

website.

     (e) Commencing August, 2024, the FTE portal shall be updated, to add an additional

22

column parallel and side by side the governor's budget proposal, to reflect the finalized fiscal year,

23

classification, pay grade, number of full-time equivalent positions, and cost. If and when a budget

24

is revised or a supplemental budget is enacted, another column shall be added parallel and side by

25

side with the previous columns to reflect the status of classification, pay grade, number of full-time

26

equivalent positions, and costs. Previous columns shall be maintained side by side with updated

27

columns for comparison.

     SECTION 3. This act shall take effect upon passage.

     This act would direct the department of administration to establish a human services

2

transparency FTE portal. This portal would provide an accounting of the allocation of DCYF and

3

DHS funded full-time equivalent positions ("FTE's") by job classification title and the number of

4

positions filled along with the number of positions funded per job classification title.

5

     This act would take effect upon passage.
