RELATING TO STATE AFFAIRS AND GOVERNMENT -- STATE AGENCY EMISSION

REPORTING

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 42 of the General Laws entitled "STATE AFFAIRS AND

GOVERNMENT" is hereby amended by adding thereto the following chapter:

CHAPTER 6.3

STATE AGENCY EMISSION REPORTING

     42-6.3-1. Short title.

     This chapter shall be known and may be cited as the "State Agency Emission Reporting"

7

     42-6.3-2. Executive climate change coordinating council emissions reporting by state

8

agencies.

     The executive climate change coordinating council (EC4) shall develop a template to be

10

used by all agencies of the state to track their climate emissions to uphold the pathway to the

11

legislative goals of chapter 6.2 of title 42 ("2021 act on climate"). The template shall include, but

12

not be limited to, data on an agency's energy usage, fleet, and renewable energy systems. Each

13

state agency's plan shall be aligned with the most recent EC4 annual report promulgated pursuant

14

to ยง 42-6.2-7. No later than July 1, 2026, and every five (5) years thereafter, state agencies shall

15

update their emissions reporting on the template for the EC4 to review. If an agency is unable to

16

provide the data needed on the template, the agency shall consult with the EC4 for a path forward

17

to identify, measure, and track the necessary data.

     SECTION 2. This act shall take effect upon passage.

     This act would require the executive climate change coordinating council (EC4) to develop

a template to be used by all agencies of the state to track their climate emissions to uphold the

pathway to Rhode Island's act on climate legislative goals.

     This act would take effect upon passage.
