EXPRESSING CONDOLENCES ON THE PASSING OF ROSCOE H. HIGGINS | |

1 | WHEREAS, It is with deep sadness that this Senate has learned of the passing of Roscoe |
2 | H. Higgins of Riverside, the beloved husband of Susan Higgins for 35 years; and |
3 | WHEREAS, Roscoe Higgins was born in Providence, a son of the late Roscoe and Olive |
4 | Higgins. He was a lifelong East Providence resident and in his younger days, was a skilled |
5 | motorcycle mechanic and accomplished competitor in many classes of motorcycle racing; and |
6 | WHEREAS, Mr. Higgins was a devoted family man who always put his loved ones first |
7 | in his life. He worked for twenty years as a mechanic for the East Providence School Department, |
8 | and was a hard-working man who strove tirelessly every day to provide for his family; and |
9 | WHEREAS, For his entire life, Mr. Higgins was passionate about animals, especially his |
10 | beloved beagles, whom he loved dearly. He was a licensed American Kennel Club (AKC) Field |
11 | Trial Judge, and also competed in AKC field trials. He was an active member of the Tri-County |
12 | Beagle Club and served as the President of the Thornton Beagle Club. He won many awards, |
13 | including multiple field championships, in his 25 years of competition; and |
14 | WHEREAS, In his retirement, Mr. Higgins enjoyed freshwater fishing and discovered a |
15 | new passion, that of cooking. He mastered numerous complex dishes, such as venison marsala |
16 | and stuffed quahogs, which he shipped to other locations, including as far away as Colorado. He |
17 | took great joy in sharing his passion for cooking with his family and many friends and was |
18 | always a warm and gracious host; and |
19 | WHEREAS, In addition to his wife, Mr. Higgins leaves behind his son, Keith Higgins, |
20 | and his partner, Kimberly Flowers, and his daughter,·Shannan Higgins and her husband, Raul |

1 | Tamayo. He also leaves behind his grandchildren, Aidan and Ariana, and two sisters, Joann Gillet |
2 | and Lorrie Higgins. He was also the brother of the late Frank Higgins; and |
3 | WHEREAS, Roscoe H. Higgins was a shining star whose light burned brightly within the |
4 | lives of his family and many friends, and he will long live on in the memories and hearts of all |
5 | who knew and loved him; now, therefore be it |
6 | RESOLVED, That this Senate of the State of Rhode Island hereby expresses its |
7 | condolences on the passing of Roscoe H. Higgins; and be it further |
8 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
9 | transmit a duly certified copy of this resolution to Mrs. Susan Higgins and Family. |
