HONORING AND THANKING REPRESENTATIVE PATRICIA MORGAN FOR HER | |
DEDICATED SERVICE TO THE PEOPLE OF THE STATE OF RHODE ISLAND | |

1 | WHEREAS, The Honorable Patricia Morgan was first elected to the Rhode Island House |
2 | of Representatives on November 2nd of 2010, representing the citizens of Coventry, Warwick, |
3 | and West Warwick in District 26, a position she held through 2018. On November 3rd of 2020, |
4 | she returned to the House, and continued to diligently serve her constituency in District 26; and |
5 | WHEREAS, Representative Morgan attended Mississippi State University, earned her |
6 | Bachelor of Arts degree from Kent State University, her Master's degree in Education from |
7 | Rhode Island College, and an advanced degree from Providence College; and |
8 | WHEREAS, In November of 2016, Representative Morgan was chosen by the |
9 | Republican Caucus to serve as the House Minority Leader and most currently has been a member |
10 | of the House Committee on Environment and Natural Resources, the House Committee on Health |
11 | and Human Services, the House Committee on Labor, and the House Committee on Municipal |
12 | Government and Housing; and |
13 | WHEREAS, During the 2024 House session, Representative Morgan has sponsored |
14 | legislation to establish a revolving fund to assist first-time home buyers and veterans to purchase |
15 | a home, a bill that eliminates the gross earning tax for every corporation whose principal business |
16 | is manufacturing, selling, distributing and/or transmitting current of electricity and natural gas to |
17 | be used for light, heat, or motive power, and legislation that provides tax credits to an entity that |
18 | relocates any part of the United States supply chain to Rhode Island, and bills on surplus state tax |
19 | revenue, the small business assistance program, parents' bill of rights related to the health, |

1 | education and welfare of their minor children, legislation prohibiting the release of customers' |
2 | personal information compiled by the Department of Motor Vehicles, and a Resolution requesting |
3 | recommendations to restore the Point Judith Breakwater area, to name but a few; and |
4 | WHEREAS, In addition to long hours at the State House, Representative Morgan is |
5 | employed as a Financial Advisor, and is the mother of three sons, Bernie, Stephen, and Brian. |
6 | She has also served as a member of the West Warwick Zoning Board and the Comprehensive |
7 | Plan Committee, and was the founder of Riverwalk/Royal Mills Restoration Project; and |
8 | WHEREAS, The Honorable Patricia Morgan has brought wisdom, financial acumen, and |
9 | a tremendous work ethic to the House of Representatives during her years in office, and her |
10 | dedicated service to the people of Coventry, Warwick, West Warwick, and our State, has helped |
11 | to make Rhode Island a better place to live and flourish; now, therefore be it |
12 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
13 | honors and thanks Representative Patricia L. Morgan for twelve years of dedicated service. We |
14 | wish her the very best health, happiness and much success in all her future endeavors; and be it |
15 | further |
16 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
17 | transmit a duly certified copy of this resolution to the Honorable Patricia L. Morgan. |
