A N   A C T

RESPECTFULLY REQUESTING THE RHODE ISLAND COMMISSIONER OF

ELEMENTARY AND SECONDARY EDUCATION PREPARE A REPORT ON THE

SCHOOL MEAL DEBT POLICY FOR ALL RHODE ISLAND SCHOOL DISTRICTS AND

CHARTER SCHOOLS

     It is enacted by the General Assembly as follows:

     WHEREAS, “School meal debt policy” refers to the rules that apply to the way a school

2

handles a student not being current on their meal debt, including whether any privileges such as

3

diplomas are withheld or delayed, and the cumulative amount of debt that students in each

4

individual school have accrued in the 2022-2023 school year and the 2018-2019 school year; and

5

     WHEREAS, The report shall not include personally identifying information; and

6

     WHEREAS, The report shall include end of year balances prior to any write off of bad

7

debt, and delineating how much school meal debt the LEAs were able to write off using Federal

8

funding through the USDA provision; now, therefore be it

9

     RESOLVED, That this House of Representatives of the State of Rhode Island hereby

10

respectfully requests the Rhode Island Commissioner of Elementary and Secondary Education

11

prepare a report on the school meal debt policy for all Rhode Island school districts and charter

12

schools, and submit said report to the Rhode Island House of Representatives Finance Committee

13

on or before January 30, 2025; and be it further

14

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

15

transmit a duly certified copy of this resolution to Angélica Infante-Green, Rhode Island
