A N   A C T

RELATING TO EDUCATION -- SCHOOL AND YOUTH PROGRAM CONCUSSION ACT

     

     Introduced By: Representatives Cotter, Casimiro, Handy, McNamara, Speakman, Kislak,

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 16-91-2 of the General Laws in Chapter 16-91 entitled "School and

Youth Programs Concussion Act" is hereby amended to read as follows:

     16-91-2. Definitions.

     For the purpose of this section chapter, the following terms have the following meanings,

5

unless the context clearly indicates otherwise:

     (1) "Skateboarding" means an athletic pursuit where a person utilizes a human­powered

7

board with wheels attached to the underside of the board and the board is ridden by an individual

8

standing balanced on the board.

     (2) the term “youth "Youth sports programs" means any program organized for recreational

10

and/or athletic competition purposes by any school district or by any school participating in Rhode

11

Island Interscholastic League Competition, and whose participants are nineteen (19) years of age

12

or younger.

     SECTION 2. Chapter 16-91 of the General Laws entitled "School and Youth Programs

14

Concussion Act" is hereby amended by adding thereto the following section:

15

     16-91-5. Skateboarding as interscholastic school sport.

     The department of elementary and secondary education and the department of health shall

17

work in concert with the Rhode Island Interscholastic League to develop and implement

18

skateboarding as a youth sports program in Rhode Island Interscholastic League Competition. The

19

sport of skateboarding may also be provided by a school as an intramural sport. Both the department

of elementary and secondary education and the department of health may promulgate rules and

2

regulations, either separately or in tandem, to address issues related to this sport.

     SECTION 3. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would authorize the sport of skateboarding to be a youth sports program that is

part of Rhode Island Interscholastic League Competition.

3

     This act would take effect upon passage.
