RELATING TO INSURANCE -- HEALTH CARE ACCESSIBILITY AND QUALITY | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 27-18.8 of the General Laws entitled "Health Care Accessibility and |
2 | Quality Assurance Act" is hereby amended by adding thereto the following section: |
3 | 27-18.8-3.1. Sixty (60) day notice of amendments to provider agreements. |
4 | A healthcare entity as defined in ยง 27-18.8-2, offering or renewing a health plan in this |
5 | state shall notify a participating provider of a proposed amendment to a provider agreement at least |
6 | sixty (60) days prior to the amendment's proposed effective date. In addition, if an amendment that |
7 | has impact on the rights and obligations of providers, is made to a manual, policy or procedure |
8 | document referenced in the provider agreement, such as changes to fee schedules or changes to |
9 | procedural coding rules specified in the manual, policy or procedure document, the carrier shall |
10 | provide notice to the provider at least sixty (60) days prior to the proposed effective date of the |
11 | amendment. |
12 | SECTION 2. This act shall take effect upon passage. |

1 | This act would require new or renewed healthcare plans in Rhode Island to notify providers |
2 | of any proposed amendments to an agreement sixty (60) days prior to the effective date of the |
3 | change. The act would also require sixty (60) days notice of any amendment to a manual, policy or |
4 | procedure that is referred to in a provider agreement. |
5 | This act would take effect upon passage. |
