A N   A C T

RELATING TO THE RATIFICATION OF THE HOME RULE CHARTER OF RICHMOND

     

     Introduced By: Representatives Cotter, Spears, and Speakman

     It is enacted by the General Assembly as follows:

     SECTION 1. In all respects in which the Home Rule Charter adopted by the electors of the

Town of Richmond on November 4, 2008, as amended, including the amendments adopted by the

3

electors of the Town of Richmond on November 8, 2022, may require ratification, confirmation,

4

validation or enactment by the General Assembly, but in no other respects, the provisions of the

5

Home Rule Charter of the Town of Richmond are hereby ratified, confirmed, validated and enacted.

It is the express intent of the General Assembly by the passage of this Act to give effect and to

7

ratify, confirm, validate and enact those provisions of the said Home Rule Charter of the Town of

8

Richmond that require ratification, confirmation, validation or enactment, and by the passage of

9

this Act, the General Assembly does hereby ratify, confirm, validate and enact said Home Rule

10

Charter, but nothing in this Act shall be construed to abrogate or impair the powers now or hereafter

11

granted to the towns by Article XIII of the Constitution of the State of Rhode Island or those rights

12

retained by said Town of Richmond.

     SECTION 2. If any provision of this Act or the application thereof to the Home Rule

14

Charter of the Town of Richmond or to any person or circumstances is deemed invalid for any

15

reason, the remainder of this Act or the application thereof shall not be affected thereby, and to this

16

end the provisions of this act are declared to be severable.

     SECTION 3. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

RELATING TO THE RATIFICATION OF THE HOME RULE CHARTER OF RICHMOND

     This act would validate and ratify amendments to the Home Rule Charter of the town of

Richmond, which amendments were adopted and approved by the electors of the Town of

3

Richmond on November 4, 2008 and November 8, 2022.

     This act would take effect upon passage.
