RELATING TO STATE AFFAIRS AND GOVERNMENT -- VIDEO-LOTTERY GAMES, | |
TABLE GAMES AND SPORTS WAGERING | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 42-61.2 of the General Laws entitled "Video-Lottery Games, Table |
2 | Games and Sports Wagering" is hereby amended by adding thereto the following section: |
3 | 42-61.2-17. Compensation of municipal police and fire details at authorized facilities. |
4 | (a) Any facility authorized by this chapter to offer casino gambling, video lottery game |
5 | retailing, video lottery terminals, table game retailing, or sports wagering, including, but not limited |
6 | to, Twin River and Twin River-Tiverton is required to compensate the municipality in which the |
7 | facility is located for any and all police and/or fire details which are required by contract, law or |
8 | regulation. At a minimum, each facility must have at least one police officer and one firefighter on |
9 | duty on the premises at all times the facility is open for operation. Facilities larger than seventy- |
10 | five thousand square feet (75,000 sq. ft.) dedicated to gaming space must have at least two (2) |
11 | police officers on duty on the premises at all times the facility is open for operation, unless a greater |
12 | number is otherwise required by contract, law or regulation. |
13 | (b) The amount of compensation to be paid will be based on the rate of compensation |
14 | agreed to under the collective bargaining agreement between the municipality and the recognized |
15 | bargaining unit for the respective police officers or firefighters pursuant to chapters 9.1 and 9.2 of |
16 | title 28 for police details or fire details, as applicable. In determining such compensation, no |
17 | collective bargaining agreement shall contain a term providing for a different rate for details |
18 | provided to a facility authorized under this chapter that differs from the rate or rates provided to |

1 | other persons and/or entities. |
2 | (c) As used in this section, the term “required by contract, law or regulation” means any |
3 | contract between the facility and the state, a contract between the facility and the municipality, or |
4 | any state statute or regulation by any state agency, including, but not limited to, the state fire |
5 | marshall, the state police and/or the division of state lottery. |
6 | SECTION 2. This act shall take effect on July 1, 2021. |
