RELATING TO PUBLIC UTILITIES AND CARRIERS -- PUBLIC UTILITIES COMMISSION | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 39-1 of the General Laws entitled "Public Utilities Commission" is |
2 | hereby amended by adding thereto the following section: |
3 | 39-1-27.14. Time of use rates plan. |
4 | (a) On or before June 15, 2021, or on a date thereafter approved by the commission, each |
5 | electrical distribution company shall submit to the commission a plan for application and adoption |
6 | of time of use rates. For purposes of this section, "time of use rates" means a rate plan in which |
7 | rates vary according to the time of day, season and day type (weekday or weekend/holiday), and |
8 | higher rates are charged during peak demand hours and lower rates during off-peak or low demand |
9 | hours. |
10 | (b) On or before September 13, 2021, the commission shall review the plan and issue an |
11 | order with regard to the plan not later than October 4, 2021. The order shall be effective not later |
12 | than January 1, 2022. The commission shall cause a review, and as appropriate, an amendment of |
13 | the plan at least every three (3) years between September 13, 2021, and September 13, 2033. |
14 | (c) On or before January 1, 2022, each electric distribution company shall implement the |
15 | provisions of the time of use rate plan in accordance with the orders of the commission. |
16 | SECTION 2. This act shall take effect upon passage. |

2 | to the PUC. The time of use rate plans shall delineate when higher rates are charged during peak |
3 | demand hours, and lower rates during off-peak or low demand hours and would be implemented |
4 | on or before January 1, 2022. |
5 | This act would take effect upon passage. |
