EXPRESSING DEEPEST CONDOLENCES ON THE PASSING OF THE HONORABLE | |

1 | WHEREAS, The Honorable James McStay of Bristol, formerly of East Providence, |
2 | passed away on January 19, 2021. He was the beloved husband of Cheryl McStay for forty-seven |
3 | years; and |
4 | WHEREAS, James McStay was born in Providence, a son of the late Hugh and Beatrice |
5 | McStay. He graduated from East Providence High School in 1963, and the New England Institute |
6 | of Anatomy in 1967. He was a Licensed Funeral Director and the owner and operator of Perry- |
7 | McStay Funeral Home in East Providence, where he was well-known and admired for his |
8 | integrity, professionalism, and his immense compassion for those who lost loves ones; and |
9 | WHEREAS, The Honorable James McStay was elected in 1984 to represent District 43 |
10 | in the Rhode Island State Senate. For twelve years from 1984 to 1996, he served his constituents |
11 | and the State of Rhode Island with honor and tireless passion. Senator McStay was deeply |
12 | respected by his Senate peers and was chosen by his colleagues to serve as the First Deputy |
13 | Majority Leader. He was also a member of the Senate Judiciary and Health, Education and |
14 | Welfare Committees; and |
15 | WHEREAS, Mr. McStay was a member of the Rhode Island Funeral Directors |
16 | Association, the National Funeral Directors Association, East Providence Council 1528, and the |
17 | Knights of Columbus. He was also a devoted fan of the New York Yankees and the Providence |
18 | College Friars, and was passionate about sailing and spent many hours on his beloved sailboat |
19 | “Just Add Water”; and |

1 | WHEREAS, In addition to his wife, the Honorable James McStay leaves behind his |
2 | children, Michelle Doyle, Patrick McStay and his wife, Caitlyn, and Marissa Vulakovich and her |
3 | husband, Randy. He also leaves behind eight grandchildren, Tyler, Riley, Natalie, Emmy, Colin, |
4 | William, Drew and Nora, and his siblings, Mary Anne Plante, Rosalie Wotton, William McStay, |
5 | Peter McStay, and the late Richard McStay and Patricia Tramonti; now, therefore be it |
6 | RESOLVED, That this Senate of the State of Rhode Island hereby expresses its deepest |
7 | condolences to the McStay Family on the passing of the Honorable James McStay; and be it |
8 | further |
9 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
10 | transmit a duly certified copy of this resolution to Cheryl McStay and Family. |
