EXPRESSING CONDOLENCES ON THE PASSING OF TIMOTHY J. MILLS | |

1 | WHEREAS, Mr. Timothy J. Mills was born in 1962 in New London, Connecticut, son of |
2 | Anne Mills and the late Stuart Mills, Jr. His family moved to Newport shortly after he was born, |
3 | and from that point on, he was a lifelong resident of Aquidneck Island; and |
4 | WHEREAS, Mr. Mills was a graduate of Rogers High School and the University of |
5 | Rhode Island, graduating with a degree in Geography and Marine Affairs. He was also a member |
6 | of the Phi Gamma Delta (FIJI) fraternity where he made many lifelong friends; and |
7 | WHEREAS, As a young boy, a love for the ocean, Narragansett Bay and Newport |
8 | Harbor were instilled in Mr. Mills by his father and grandfather. This passion, especially for |
9 | Newport Harbor, greatly influenced his career choices which led to him becoming the Newport |
10 | Harbormaster. He worked during his high school and college days as a dock boy on Goat Island, |
11 | did some lobstering after college, worked on a National Oceanic and Atmospheric Administration |
12 | (NOAA) research vessel, and served as an Assistant Newport Harbormaster. He was also the |
13 | owner and operator of Island Boat and Mooring Services; and |
14 | WHEREAS, After attaining his dream job as the Newport Harbormaster, Mr. Mills |
15 | impressed everyone with his tireless work ethic and passion for protecting the City of Newport’s |
16 | most valuable resource. He significantly improved the harbor facilities, expanded the role and |
17 | capabilities of the department, and built strong partnerships and alliances with other |
18 | governmental agencies and entities; and |
19 | WHEREAS, The most important part of Mr. Mills' life was his family. He was a loving |
20 | husband to his wife, Anne, a devoted stepfather to his stepchildren, and a caring son and brother |

1 | to his parents and sisters. He was also a great mentor to his nephews, and was always a positive |
2 | influence and beacon of light in the lives of all his family members and friends; and |
3 | WHEREAS, In addition to his love for the sea, Mr. Mills loved riding his motorcycle and |
4 | taking annual bike trips with his friends to places like the Colorado Rockies, the New England |
5 | Appalachian Mountains or the Mid-Atlantic region, always serving on these trips as the |
6 | navigator. He also loved to hike in the mountains, surfing and paddle-boarding, mountain biking, |
7 | and tending to his garden at home. He greatly enjoyed spending time with friends around his fire |
8 | pit at night, and loved travelling, especially to the Big Island in Hawaii. In addition, he was a |
9 | talented woodworker and a proud Hibernian who played the bagpipes for many years; and |
10 | WHEREAS, Mr. Mills is survived by his wife, Anne, his stepchildren John Walsh and |
11 | Emily Walsh, and his mother Anne Mills. He is also survived by his sisters, Kathleen Dunn and |
12 | her husband, John, and Stephanie Mills and Mike Giard, his nephews, John Dunn, Jr., Patrick |
13 | Dunn, and Thomas Dunn, his great niece and nephew Hailey and John “Jack” Dunn, his uncles |
14 | John Mills and Raymond Custy, and many cousins and close friends. He was predeceased by his |
15 | grandparents, John and Sophia Sullivan, and Stuart and Elizabeth Mills, his aunt, Joan Custy, his |
16 | aunt and uncle, Lawrence and Kathleen Sullivan, and his uncle, Richard Mills; now, therefore be |
17 | it |
18 | RESOLVED, That this Senate of the State of Rhode Island hereby expresses its |
19 | condolences to the Mills Family on the passing of Timothy J. Mills; and be it further |
20 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
21 | transmit a duly certified copy of this resolution to Mrs. Anne Mills and Family. |
