H O U S E   R E S O L U T I O N

REQUESTING THE RHODE ISLAND DIVISION OF STATEWIDE PLANNING TO

PROVIDE AN EXCEL SPREADSHEET ( OR EQUIVALENT) AND GIS MAP LAYER

SHOWING COMMERCIAL SCALE SOLAR DEVELOPMENT IN RHODE ISLAND'S

CITIES AND TOWNS, AND THE SITES IDENTIFIED IN THE AUGUST 2020 OFFICE OF

ENERGY RESOURCES REPORT ENTITLED "SOLAR SITING OPPORTUNITIES IN

RHODE ISLAND"

     WHEREAS, With the threat of global warming looming and the attendant hazard it poses

to our nation and the State of Rhode Island's environment and economy, it is imperative that all

Rhode Island stakeholders within the public and private sectors work together to implement and

promote alternative energy sources, with solar energy being a key component of any

comprehensive green energy plan; now, therefore be it

     RESOLVED, That this House of Representatives of the State of Rhode Island hereby

requests the Rhode Island Division of Statewide Panning to provide the following information by

April 30, 2021, in an excel spreadsheet (or equivalent) and GIS map layer showing commercial

scale solar development in Rhode Island's Cities and Towns with the following information:

     1. Ground-mounted solar projects larger than 250 Kilowatts showing the status of

projects:

     • Built and operational;

     • Proposed and approved;

     • Proposed and moving through the approval process; and

     • Proposed by, on-hold, tabled, or denied; and

     2. For Each Project:

     • Address;

     • Output (MW);

     • Acres disturbed by the project;

     • Total lot size;

     • State energy programs funding the project (NM, CNM, REG); and

     • Condition of the lots prior to development (gravel pit, landfill farm, forested and other

parcels of land; and be it further

     RESOLVED, That this House hereby requests that the Rhode Island Statewide Planning

Division's Office of Energy Resources (OER) report issued in August of 2020 entitled "Solar

Siting Opportunities in Rhode Island", and a GIS map and related Excel Spreadsheet (or

equivalent) showing the sites identified in this report and the aforementioned information outlined

in this resolution be provided to the House by April 30, 2021; and be it further

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

transmit duly certified copies of this resolution to the Governor of the State of Rhode Island, the

Director of the Rhode Island Department of Administration, and to Meredith Brady, Associate

Director of the Rhode Division of Statewide Planning.
